Sculk Sensor constantly detects still boats

Steps to Reproduce:

1. Place a Sculk Sensor on the ground;
2. Use a comparator to get the correct vibration type;
3. Place a line of redstone dust to observe the signal strength;
4. Create a small pool nearby;
5. Place a boat in it.

Observed Results:
The boat animation constantly produces a vibration.

Expected Results:
The boat doesn't produce vibrations when standing still.
