fill command GREATLY reduced in 1.18.3

Can't for the life of me figure out why you would reduce the fill command's ability, it is FAR less than 32k now and I don't know why. PLEASE expand it to a minimum of 32k!!! I don't know the exact count but I'd guess around 100 which makes it totally worthless right now!!!
