Command not working

Hi! I am trying to get a wooden pickaxe that can break item frames for adventure mode. I am typing in:
/give @p wooden_pickaxe 1 0 {“minecraft:can_destroy”:{“blocks”:[“item_frame"]}}.
It should work, however it says: component ‘minecraft:can_destroy’ could not be updated. Even if i am doing the wrong command, i also have tried:
/give @p wooden_pickaxe 1 0 {“can_destroy”:{“blocks”:[“item_frame"]}}
As well as
/give @p wooden_pickaxe 1 0 {“CanDestroy”:{“blocks”:[“item_frame"]}}

I have asked minecraft experts on this website, and they say that it is a bug that is the problem. The solutions they offered didnt work, and they cannot think of another readon why.
