Clone and Fill say "cannot place blocks" for even short distances.

Clone and Fill commands both return "cannot place blocks outside of world" even for short distances even though all chunks are loaded and visible. These commands have worked just fine until recently. I believe this started with the most recent update. I have used these commands for several years without issue. Thanks...
