some crops i plant won't grow even after I place a torch next to them

I would like to know if crops are supposed to grow only in sunlight or in sunlight and blocklight, because i waited 30 min but a few of the crops i planted didnt move to any stage past stage 1 of crop growth. Also there is no sunlight touching the crops.
