Marketplace downloading issue

I happened to be reinstalling some content I have had in the past and I have purchased recently the download starts but gains absolutely no progress. I’ve been waiting almost 2 hours at this point and still nothing. It’s happening not just to this device specifically but also on other devices my account is connected to. I haven’t seen anyone else have this issue and I’m not entirely sure if it’s just me.
