Blocks cannot be broken

Blocks cannot be broken in a world generated in Minecraft Bedrock Edition v 1.19.0.28 Beta. Using any tools, even the proper ones, will show the block beginning to show cracks, but resets before the block can be broken. No amount of repeating will permit the block to be broken.
