Spider spawners not generating in mineshafts

I created two identical worlds with the same seed. One creative, one survival. I explored the creative one and found a mineshaft and a spider spawner. I returned to the same location in the survival world, no spawner. All the cobwebs were there, but no spawner. I have done this twice with two different seeds with the same result.
