/tp or /teleport doesn't work on villagers in unloaded chunks

steps to reproduce:
1. spawn a villager
2. go so far away that the villager will be in an unloaded chunk
3. do /tp @e[type=villager] @s
After this, it the chat usually says "no targets matched selector". It also works if you nametag the villager, go far away and do /tp @e[name=_villager's name_] @s
