Purchased Dragons++ pack on xbox and it wont work

Purchased Dragons++ pack on xbox and it says needs an update but wont update. Frustrating as I paid $16 for it. Can we get a refund if its not going to work. Tried multiple time to restart game, downloads then says it need to update again. never able to play. Need to be taken off the store if not working and needs to be reported to the authorities its a scam.
