Mangrove leaves prevent saplings, azalea, and flowering azalea from growing up

Mangrove leaves prevent saplings, azalea, and flowering azalea from growing up which is not in parity with Java Edition.

Steps to Reproduce:

1. Place any sapling or an azalea
2. Place a mangrove leaf on top of it
3. Bone meal the sapling/azalea

Observed Results:
The sapling/azalea doesn't grow up.

Expected Results:
The sapling/azalea should grow up.
