World closes chunks that are supposed to be open, making the fill command incapable of filling.

Whenever I try filling a large area which would normally fill, the command feedback keeps giving me the "Cannot place blocks outside of the world" error.

 

I'm trying to fill just one layer of the part that's highlighted in light.
