Placing redstone dust doesn't cause a block update

Steps to reproduce :
-Place the observer
-Place redstone dust next to it
OR
-Make a water BUD
-Place redstone dust next to it

What I expected to happen :
-The observer would output a short redstone pulse
OR
-The water BUD would trigger

What happened :
-Nothing

Removing dust works correctly.
