Marketplace isn't downloading purchases

Made purchases on Marketplace and purchases do not download.  They show up under My Content but it is stalled and never downloads.  I used "RESET" in the app settings and that did not fix the problem.  I uninstalled Minecraft and reinstalled it and that did not fix the issue.  Now none of the purchases will download from the Marketplace after reinstalling.
