Mangrove Swamps not generating properly

Mangrove Swamps sometimes do not generating properly for some reason.

To reproduce, create a 1.19.0.26/27 world with this seed: 908
Then, teleport yourself to the following position: -130 73 -475

Notice how the Mangrove Trees near the location provided generate. it is also possible to see that the chunks didn't generate properly because of the floating vines, mangrove leaves and the undewater generation around it.

Expect result
The Mangrove Swamp should generate correctly.

Sometimes, it doesn't
