Phantom/Too Bright Lights

Light sources are either being generated from nowhere, or shine brighter than they should (eg - soul torch creates day light like levels underground) and residual light is left after lights sources are removed. Placing blocks in the area or leaving and reloading seems to fix initially but problem returns with player proximity.
