Tadpole flapping on land movement is too fast

The tadpole, despite being considered an aquatic mob, while being on land for a while, their flapping speed is too quick, which is inconsistent with other aquatic mobs such as fishes. This can cause the player to get tadpoles a bit more difficult than it needs to.

How to Reproduce

1. Summon a tadpole on land
2. Let them move for a while

Observed Result
The tadpole flapping moves too fast than necessary, causing them to move far away from the player.

Expected Result
The tadpole flapping moves slightly slower, roughly the same speed as on Java.
