Starting Raid with Bad Omen Disappearing

I am playing on a multiplayer world, and after traveling and getting bad omen I returned to my villager hall to start a raid. When I got into the area which the raid should have started the effect disappear like it should but instead no raid started. I didn't run out of time with the effect.

 

Step by step of what happened

I obtained bad omen from pillager outpost. Then made my way to villager trading area to start a raid. As approaching my villagers the raid effect disappear as it would for a raid to start but no raid started and instead effect disappeared.
