Right-clicking with some items in hand on water in a waterlogged block interacts with the block

Summary:
Right-clicking without shifting on a waterlogged block with an item in hand that can be used on water will interact with the block even if you weren't aiming directly at it.
Blocks affected:

• Spawn eggs
• Lily pads
• Empty Buckets
• Glass bottles
• Boats
• Frog Spawn

Steps to reproduce:

1. Place a block that is interactable and waterlogged (e.g. chest, button, lever...).
2. Place water in this block.
3. Take one item from the list above, try right-clicking on water (not on a block).

Observed results:
There is an interaction with the block.

Expected results:
You will not interact with the block unless you have aimed at it.
