Beacon can be waterlogged

Summary:
Beacon can be waterlogged, it doesn't make any sense since it's a complete block.

Steps to reproduce:

Place a beacon.
Get on shift.
Place the water aiming at the beacon.

Observed results:
Beacon can be waterlogged.

Expected results:
The Beacon will not be waterlogged because it makes absolutely no sense and the Beacon is a complete block.
