The Top Bar on the New UI is broken

The Top Bar on the New UI is broken. It's cut off at the bottom, and overlaps with Dialogue Boxes.

How to reproduce:

1. Go to the New Create New World screen
2. Observe the Top Bar on the top of your screen
3. Click on the Go back to old design button
4. Observe the Top Bar overlapping with the Dialogue Box

Observed Results: The Top Bar is broken and does not render correctly

Expected Results: The Top Bar should not be broken and should render correctly, matching the previous Betas & Previews
