Sculk sensor doesn't detect player picking up powder snow with bucket

Sculk sensor doesn't get triggered when the player is picking up the powder snow with a bucket, which is inconsistent with picking up other fluid blocks such as water and lava.

1. Place a sculk sensor
2. Place a powder snow
3. Pick the powder snow using a bucket
