Shears do not work on mangrove leaves

Summary:
Mangrove leaves do not drop themselves when broken with shears.

Steps to Reproduce:

1. Obtain shears and mangrove leaves
2. Place the mangrove leaves
3. Switch to Survival mode
4. Break the mangrove leaves with the shears

Observed Results:
Nothing drops.

Expected Results:
The mangrove leaves should drop themselves.
