Using a goat horns increases the copper horn cooldown

Steps to Reproduce:

1. Have both a goat horn and a copper horn in your hotbar;
2. Use the goat horn.

Observed Results:
The copper horn's cooldown overlay stays paused for a while before actually going down.

Expected Results:
The regular copper horn cooldown is applied.
