Tilling grass and dirt with a hoe doesn't produce a vibration

Steps to Reproduce:

Place a Sculk Sensor on the ground;
Till any block of grass or dirt nearby using a hoe.

Observed Results:
The Sculk Sensor is not triggered.

Expected Results:
The Sculk Sensor detects the action.
