Max Command Chain Length Doesn’t Work

No matter what the gamerule “maxcommandchainlength” is set to, an impulse command block will never power chain command blocks. The first chain command block is only powered because of the lever indirectly powering it in this example. But, the third command block never powers because this gamerule is broken.
