Sculk sensor does not respond to filling/emptying cauldron

Summary:
Sculk sensor does not respond to filling/emptying cauldron. This breaks parity with Java version.

Steps to reproduce:

1. Place sculk sensor.
2. Place cauldron.
3. Fill the cauldron.
4. Empty the cauldron.

Observed results:
Sculk sensor does not respond to filling/emptying cauldron.

Expected results:
Sculk sensor will react to filling/emptying cauldrons.
