Pausing the game only brings up the pause menu and doesn't suspend the game in singleplayer offline worlds

In all versions of Minecraft Bedrock Edition, pressing the pause button in a singleplayer offline world only brings up the pause menu and does not suspend the game. This issue has been persistent since the launch of Pocket Edition.
