Mobs and players with armor points can be hit faster when using a weapon or tool in Marketplace worlds

Summary:
In the Adventure Time, Star Wars, Steven Universe, and other Marketplace worlds, mobs and other players with armor points can be hit faster when using a weapon or tool. This issue does not occur in 1.18.12.

Steps to Reproduce:

1. Open one of the worlds mentioned above
2. Obtain a weapon or tool
3. Spawn a zombie
4. Repeatedly attack the zombie using the weapon or tool
5. Spawn another zombie
6. Repeatedly attack the zombie using bare hands (or an item that deals no extra damage)

Observed Results:
The player hits the zombie faster when using a weapon or tool.

Expected Results:
When using a weapon or tool, the player should hit the zombie at the same speed as when using bare hands.
