Cooldown overlay not showing up in inventory

Summary:
Cooldown overlay not showing up in the player's inventory, chests, dispensers, and other item storage locations.

Steps to reproduce:

1. Use an item to make the item have a cooldown overlay in the hotbar.
2. Open inventory.

Observed results:
Cooldown overlay is only visible in the player's hotbar.

Expected results:
The item's cooldown overlay will be visible in any inventory (player, chest, dispenser...).
