Polar Bears do not extend their arms when attacking.

How to reproduce:

1. Summon a Polar Bear
2. Go into Survival Mode
3. Hit the Polar Bear
4. Let the Polar Bear attack you
5. Observe the Polar Bears arms not extending and the rotation of the head when attacking

Observed Results: The Polar Bear does not extend its arms out or look at the target when attacking

Expected Results: The Polar Bear should extend its arms out and look at its target when attacking

Notes: This does not affect 1.18.12
