Sculk sensor does not respond to adding sea turtle egg and slab to already placed ones

Summary:
Sculk sensor does not respond to adding sea turtle egg and slab to already placed ones. It doesn't match the java version.

Steps to reproduce:

1. Place sculk sensor.
2. Place 1 sea turtle egg and slab.
3. Wait for the sculk sensor to calm down.
4. Add a few more sea turtle eggs and slab to the block already placed.

Observed results:
Sculk sensor does not respond to adding sea turtle egg and slab to already placed ones.

Expected results:
The sculk sensor will react to adding sea turtle eggs and slab to those already placed.
