Fluid side textures flow downwards even if the fluid itself goes sideways

Bedrock Edition equivalent of MC-219907.

The bug

Fluids that move sideways have a side texture that depicts the flowing texture moving down. This makes no sense as the fluid itself is not moving downwards - it moves sideways.

In addition, if beside glass, it displays a still texture, which is similarly counterintuitive due to it not being still (see also MCPE-36563).

How to reproduce

1. Create a liquid flow that consists of a one-side stream to make this effect as clear as possible
2. Look at the side of it

Expected results

The side texture would be flowing in the direction the fluid is.

Actual results

It always goes directly down, or, in the case of it being against glass, appears still.
