Highlight Always On doesn't work with the Touch configuration

Steps to Reproduce:

1. Turn on the new touch controls; (Settings>Touch)
2. Set to "Touch"; (Settings>Touch>Interaction Model)
3. Enable "Highlight Always On" (Settings>Touch)
4. Disable "Outline Selection" (Settings>Video)

Observed Results:
Highlight is only displayed while the screen is being touched.

Expected Results:
Highlight is always displayed.

Notes: When set to "Crosshair", the option works properly.
