Containers can't be opened from top at build limit

Containers placed at Y=319 can be accessed from the side without issue. If you interact with the top, you get the error message "Height limit for building is 320 blocks".

 Error message appears and container UI doesn't open: (barrel, brewing stand, dropper, hopper, dispenser)
