Arrows shot in Creative mode can be picked up in Survival mode

Summary:
When an arrow is shot from a bow or crossbow in Creative mode, the arrow can be picked up in Survival mode. This is a regression of MCPE-30209.

Steps to Reproduce:

1. Obtain a bow or crossbow
2. While in Creative mode, shoot an arrow at the ground
3. Switch to Survival mode
4. Walk towards the arrow

Observed Results:
The arrow is picked up.

Expected Results:
The arrow remains on the ground.
