Villagers don't turn to zombie villagers on any game difficulty in latest BETA

Similar to MCPE-120275 but now any difficulty and any mob does not result in villagers zombifying after being attacked.  This includes zombie villagers, husks, drowned and regular zombies.

Steps to reproduce:

1. Open a creative flat world.
2. Using villager and zombie, zombie villager, husk, and drowned spawn eggs you can have them attack villagers using villager spawn eggs.

Observed results:
The villager dies and no new zombie villager is created.

Expected results:
A new zombie villager should be created.
