Armor does not position correctly depending Skin size (Character Creator)

When changing the size of your Skin and then equipping any armor you may notice that it has not been adjusted to the correct position

How to reproduce:

1. Enter Character Creator select Body then size
2. Select Smaller size
3. Start normal world then equip any armor

Observed Results: The boots clip the ground instead of adapting to the Skin
Expected Results: The boots adapt correctly to the Skin and don't clip the ground
