Mis-rotated block at snowy_weapon_smith_1

Related to MC-174079 (parity issue)

There is one block that is incorrectly rotated in snowy_weapon_smith_1.

How to Reproduce
1. Create a new world with seed 344111.
2. Go to coords -929 78 297.

Observed Result
There is one block that is incorrectly rotated.

Expected Result
The block should be correctly rotated with the rest of the wall, like on Java.
