Cartographer's no longer sell Woodland Explorer Maps

I was trying to find a woodland mansion in my 1.18.12 realm and leveled up multiple Cartographers and none of them sell the map. The wiki says it is a level three trade but there is only one level three trade.

To reproduce spawn a few Cartographer's and level them up. None of them sell the Woodland explorer map while all of them sell Ocean ones!
