Skeletons shoot arrows too quick after first shot

I play a lot of survival and keep noticing that skeletons wait like 3 seconds to shoot the first arrow and then they shoot arrows VERY quickly like every 1 second!

Steps to reproduce:
1. Make a world
2. Spawn a skeleton
3. Fight It in survival

Expect result:
The skeleton will proceed to shoot you consistently (every 3 seconds or so like in java edition)

Unexpected result:
The skeleton will start to shoot arrows too fast after the first shot (every 0.5 or 1 second!)
