Bugged out beehives

Note: The bug is for v1.18.11 but the option was not available to select

 

The way beehives spawn from saplings has completely changed. It appears that:

1. There's a much higher percentage of beehives spawning from saplings
2. Beehives are spawning when there are not any flowers close enough to the sapling
3. Saplings placed next to flowers are not spawning beehives at all
