Resource packs doesn't work on other devices on the Same world

When applying a resource pack or a shader and forcing joined freinds to download it it doesn't work for them despite being forced to download it

Steps to Reproduce:
Download only a resource pack  (doesn't work for resource packs combined with a behavior pack)

Observed Results:
After joining the world and downloading the resources the resources doesn't apply ( it applys only for map Owner (creator)

Expected Results:
Resource pack Or Shaders Should apply for all device that joins the world
