Custom persona Pack not working on 1.18.10

Hello so i am from a modding community and I make packs with personas, and so the recent update won't let me use so-known as "Persona Packs" which is imported directly via the file manager. 

This bug is affecting a lot to the modding and pack community. I wanted to know if its an intentional game design or a bug. Positive and Valid replies appreciated.
