Custom skin pack skins cannot be selected

When putting a custom skin pack it is displayed correctly, but the buttons to select Skin do not appear

How to reproduce:

1. Import any custom skin pack
2. Go to the Classic Skins tab in the Character Creator
3. Try to select any of the skins inside the skin pack and it turns out that you can't because the buttons aren't there

Observed Results: Skin pack loads correctly but doesn't show the buttons so you can't select any of the Skins inside

Expected Results: The custom skin pack works as expected, buttons appear correctly and you can select any of the Skins

Marketplace skin packs work correctly

This only occurs with the new Character Creator UI
