I cannot join anybody but everybody can join me

please note that i am unable to provide an attachment this time.
So my issue is whenever i try to join any friend i am unable to, its either because i was unable to connect or the connection timed out, the way to reproduce for me are: get invited/join a game from the friends tab

expected results: you have a wait varying in length but join
actual results: you wait forever then get greeted by a screen saying connection timed out/ unable to connect to multiplayer world

but whenever they try to join me whether with an invite or not: click on my experience on the friends tab and wait.
expected results: they cannot join me if i cannot join them
actual results: they join as if nothing happened

if this is a problem with my account please send me to the right place to report it.
