Bee hive with a dispencer full of bottles will drop bottles below it, and won't pick up honey without a empty slot

I was trying to build a honey bottle farm. I connected the bee hive to a dispencer and a observer. The dispencer kept dropping bottles in open blocks around it and would only collect honey when there was a open slot in its inventory instead of dropping it into the Hopper below the hive.
