"Mojang Studios" Cape is randomly being given to normal players

It's been a while that i realized many players got the "Mojang Studios" cape on their skin creator, i guess this is not intended; and the reason they got the cape is also uknown.

 

While there isn't a method to reproduce this bug, i didn't got the cape either, but if you go to a Server like CubeCraft games, you may find several people with the new cape

 

This randomly started to happen after the betas 1.18.10.24+, but i can't find it when it actually started to happen.
