Brewing stands can no longer be waterlogged

Summary:
In 1.18.20.21 Beta, it is no longer possible to waterlog brewing stands.

Steps to Reproduce:

1. Obtain a brewing stand and water bucket
2. Place the brewing stand
3. Sneak and use the water bucket on the brewing stand

Observed Results:
The water is placed adjacent to the brewing stand.

Expected Results:
The water is placed inside the brewing stand.
