"Toggle Crouch" setting does not work

Summary:
A new "Toggle Crouch" setting was added for touch controls, but it does not work.

Steps to Reproduce:

1. Launch Minecraft on a touch device
2. Create a new world
3. Go to Settings > Touch
4. Disable "Toggle Crouch"
5. Double tap the crouch button

Observed Results:
The player remains crouched.

Expected Results:
The player crouches for a second and then stands up.
